Permits & fees

Red tape in Chino Hills, handled

Permitting an ADU touches a dozen departments and a stack of fees. We run every one — and it’s already in your fixed, all-in price.

Reviewed by the City of Chino Hills Community Development Department

What California’s statewide ADU law means for your Chino Hills property:

  • California law requires the city to approve a complete, code-compliant ADU application ministerially within 60 days — no discretionary public hearing.
  • A detached ADU of up to 800 sq ft with 4-foot side and rear setbacks is allowed by right; most lots can support larger units up to 1,200 sq ft.
  • No additional off-street parking can be required for an ADU located within half a mile of public transit, or for many conversions.
  • Owner-occupancy cannot be required for ADUs permitted through 2025, so the unit can be rented as long-term (30+ day) housing.

Every city fee — already in your price

No surprise municipal bills. We absorb every Chino Hills permit and city fee into one fixed, all-in price.

  • Permit & plan-check fees
  • School district fees
  • Utility hookups
  • Fire & public works
  • We run all ~11 city & county departments — plan check, building, fire, public works, utilities, and school fees.
  • Our Formal Property Analysis verifies 0+ property & city items — fire sprinklers, school & plan-check fees, lot coverage, Title 24 — before we build.

Specific setbacks, fees, and overlay rules are confirmed for your exact parcel during your free Formal Property Analysis.

Local know-how

Why homeowners build in Chino Hills

Tucked into the rolling southwest corner of San Bernardino County where it meets Orange and Los Angeles counties, Chino Hills earned its nickname as a "City of Beautiful Homes" for good reason. Master-planned communities like Vellano, Butterfield Ranch, Rolling Ridge, and Payne Ranch are defined by generous lots, custom homes, and elevated view properties — exactly the kind of spacious backyards that make a detached ADU feel like a natural addition rather than a squeeze. Whether your property overlooks the fairways at Los Serranos or sits on a quiet cul-de-sac near English Springs, there's usually room to build a thoughtfully designed second home that respects the look and feel of the neighborhood.

ADU demand here is driven by the things that make Chino Hills special: high home values, excellent schools, and a strong tradition of multigenerational living. Many local families want a private, dignified space for aging parents or adult children — close enough for daily connection, separate enough for independence. Others see a detached unit as a way to generate steady rental income in one of the Inland Empire's most sought-after rental markets. With large single-family lots making up the overwhelming majority of the city's housing, most Chino Hills homeowners have real, buildable options for an attached ADU, a detached casita, or a garage conversion.

Backyard Estates is based just up the 71 and 60 in Upland, so Chino Hills is right in our backyard. We know the local terrain — from the flat, roomy lots of Los Serranos to the hillier parcels around Carbon Canyon — and we know how to design around slopes, views, and HOA expectations. As a true design-build partner, we handle architecture, 3D renderings, permitting through the city, and construction with a dedicated project manager from first sketch to certificate of occupancy. The result is a granny flat or guest house that looks like it always belonged on your lot.

Good to know

Chino Hills ADU questions, answered

Cost depends mostly on size, finishes, and site conditions — and Chino Hills' hillier or view lots can add grading and foundation work. We provide a fixed, transparent design-build budget after a site visit so you know your number before construction starts. Note that ADUs under 750 sq ft are exempt from impact fees under state law, which helps keep smaller units affordable.

ADU plans are reviewed by the City of Chino Hills Community Development Department, which includes the Planning and Building & Safety divisions (909-364-2740). State law requires the city to act on a complete application within 60 days. We prepare and submit the full package and manage every plan-check comment through to permit issuance.

Yes. ADUs are a great fit for the strong local rental market, and through 2025 there is no owner-occupancy requirement for permitted ADUs. The only catch under state law is that rentals must be for terms longer than 30 days, so short-term vacation rentals aren't permitted — but a long-term tenant or housing family members works perfectly.
