Permits & fees

Red tape in Ontario, handled

Permitting an ADU touches a dozen departments and a stack of fees. We run every one — and it’s already in your fixed, all-in price.

Reviewed by the City of Ontario Building Department (Community Development Agency)

What California’s statewide ADU law means for your Ontario property:

  • Under California state law, ADU applications must receive a ministerial decision within 60 days of a complete submittal — no discretionary hearing or neighbor approval required.
  • A detached ADU of up to 800 sq ft with 4-foot side and rear setbacks is allowed by right; most Ontario lots can support an ADU of up to 1,200 sq ft.
  • No additional off-street parking can be required for the ADU if the property is within a half-mile walking distance of public transit.
  • State law removes the owner-occupancy requirement for ADUs permitted through 2025, so the unit can be rented even if you don't live on-site.

Every city fee — already in your price

No surprise municipal bills. We absorb every Ontario permit and city fee into one fixed, all-in price.

Local know-how

Why homeowners build in Ontario

Ontario is one of the Inland Empire's true crossroads cities, and that variety shows up the moment you start planning a backyard home here. North of downtown, the storied Euclid Avenue corridor is lined with deep, mature lots and historic Craftsman bungalow, Period Revival, Victorian, Mission, and Ranch-style homes — the kind of generous parcels with alley access and big rear yards that were practically made for a detached granny flat. Just a few miles south, Ontario Ranch has become the largest master-planned community in Southern California, with newer single-family lots in neighborhoods like Park Place, The Preserve, and the walkable villages off Ontario Ranch Road. Backyard Estates builds across all of it, and from our home base in Upland we're only a short drive up the 10 or down Euclid to meet you on-site.

Demand for accessory dwelling units in Ontario is driven by the things that make the city tick: a major logistics and airport economy that keeps rents climbing, a strong tradition of multigenerational households, and families who want to keep aging parents or adult kids close without leaving the neighborhood. An ADU is one of the few ways to add real, private living space — or a dependable rental — on a lot you already own. Whether you're picturing a one-bedroom casita behind a 1920s home near the Downtown Ontario core or a modern guest house on a fresh Ontario Ranch pad, the move pencils out for very different reasons depending on which part of town you're in.

We treat every Ontario project as its own design problem, not a copy-paste template. Older infill lots can mean working around heritage trees, detached garages, and tighter utility connections; newer Ontario Ranch homes often have HOA design guidelines and smaller, carefully graded rear yards to plan around. As a design-build contractor, we handle the whole arc — site assessment, custom design, City of Ontario plan check and permitting, and construction — so you have one accountable team from first sketch to final inspection. Being local means we know the counter staff, the submittal portal, and the rhythms of this city's review process.

Good to know

Ontario ADU questions, answered

Most Ontario projects land in a range that depends on size, finishes, and how far utilities have to run — detached new construction generally costs more per square foot than a garage conversion. Older lots near Euclid Avenue can carry extra cost for upgrading aging electrical or sewer connections, while newer Ontario Ranch homes are often quicker to tie in. We give a fixed, line-item proposal after a site visit so there are no surprises.

ADU plans are submitted electronically through the City's Citizen Portal and reviewed by the City of Ontario Building Department, with input from Planning, Public Works, and the Fire Department. The City also offers preapproved ADU plans with a faster, roughly 30-day plan check. We manage the entire submittal and respond to plan-check comments on your behalf.

Yes. ADUs are a popular way to add long-term rental income in Ontario given strong demand from the airport and logistics workforce. Under current state law there's no owner-occupancy requirement for ADUs permitted through 2025, though short-term (under-30-day) rentals are restricted, so most owners use the unit for long-term tenants or family.
